A lot of websites try to make up for lack of content with fancy - and usually annoying - flashy graphics.  This cannot be wholly blamed on unimaginative web designers.  Your website's is to present you, your company or your organisation to the world.  If you are a commercial business, what makes you stand out from the crowd.  If you are an organisation, why should people join your club, or donate monet to your cause rather than one of the others.  The web is a crowded place these days - websites have to compete for attention.
